I've never really worn nail polish before. Can you just use clear polish as a base coat? I couldn't find any base coat.

Goal: Healthy, tip of nose /neck/shoulder length hair.

Yep, or any of the so called "nail hardeners". I've recently had my acrylics removed and have been using Sally Hansen's Nail Hardener as base coat. It's pretty good! Plain clear polish works too.
