They don't charge to administrate. However, it doesn't look like they're looking for an administrator, and if they were looking for one, they would probably start either with their regular employees or with a very regular poster on the board it concerned.
To administrate a forum in general (outside of Hairtalk), probably you should start your own. It'll give you experience.
