Welcome! I don't have grays yet and I'm not a pro, so I don't have any personal experience with this, but I know there have been a lot of posts in the past here about dyeing resistant gray hair.
One method is to use ammonia based dyes, which help open the tough cuticle. Another is to put some of the developer on the gray hair and let it sit on it for a few minutes before dyeing it. Another is to use only the dye part of the dye (the dye alone before you mix in the developer) and let that sit on the gray hair for 10 minutes, blot off then apply the dye mixed to the rest of the hair. (the dye alone would have a more alkaline Ph, like ammonia based dyes, and the peroxide alone helps open the hair's cuticle.). I haven't heard any news on which of these techniques work best on resistant grays, but one should work for sure. You may want to test strand different methods and try it out before doing your whole head.
