Brown to dirty golden blonde at home? Please help!

My hair was dark/medium blonde when I was little but now it's dark brown. I've got brown eyes and a warm yellow/olive skin tone. I can't go to a salon at the moment but my sister is qualified in beauty and hairdressing and she said she could help me - I just want to know the best way of getting dirty golden blonde hair!

Would using a blonde, that's lighter than golden blonde, dye for dark hair (something like Excellence HiColor Blonde HiLights For Dark Hair) and running "golden blonde" through my hair (using a highlighting cap) give me the right look?

Also, my eyebrows are brown. Should I lighten them, as well??
