mid-back thin straight wants tight or spiral curls

guy wants tight curls or spiral ,but the real problem is that three years ago a home perm went bad and he had to cut off his wave perm to keep some hair.that perm looked good but it did not hold for a week. can thin long hair be permed tight curls ? and what sort of precautions should he take if he tries
