the short and the burned

okay so i have tried so many times to grow my hair with no avail....every time it starts to grow i go and do somthing dork with it which usually involves bleach. well instead of cutting it i have it just long enuff to pull back in a clip. i am willing to suffer with the crispy ends for a bit but when is the rubbery spongey hair gonna stop being well rubbery and spongey. and just so y'all know a hairdresser did this not me. she over processed. I asked for golden blonde she gave me daisey blonde (bah). Is there anything i can use to make it less fragile?
