to cut or not to cut

my hair`s about shoulder length and i permed it last year. i had put hightlights in it a few months before and my hair at the bottom (where it was highlighted..it`s grown out) is totally fried.

i was thinking about cutting the back off and leaving the front..like that african american girl on the "pink" video for "i`m comin up"

would this be a good idea?..this is what i look like now with my hair straightened..
