You have used permanent color over itself twice, which then makes it very hard to get out, the hardest pigment to get out of hair is artificial pigment. You used the bleach but didn't leave it on long enough to eat thru the artificial pigment, so you only got to orange level 6/7 but you need to be at level 9. You need to re-bleach, picking up the same strands of hair and use bleach with 20volume peroxide only and keep the process going until you get to the inside of a banana yellow- NO higher, this should take 30 minutes or more but check it every 5 minutes. Then shampoo and towel dry, then apply a demi permanent in a cool color, like Clairol's Complements 10N, which will cool the bleach down and tone it to a cool blonde, but the natural color of the bleach should be OK if you get it up to level 9 which is the inside of a banana yellow.
