Hair color

Hi! I am in desperate need of a new hair color and style. First let me tell you about what I I look like and what my hair is like. I am mixed with black and white. My hair is dry and course, but I can wear it down, and it is manageable. I dyed it once to red, using a permanent color, but I really cant see the differneces. I have dark, light brown hair, about a little past the shoulders. I have round shaped eyes, brown and green. I am trying to find a hair style that will help with my features, but I dont know where to go. I live in Bellingham, Washington, and I know there is not a lot of places to go. I really want to try and see if I can dye my hair to like Byonce knowles, or something like that.. I wanted to see if at all this is possible. I just wanted to see if you have any suggestions.
