Using moisturizing, hydrating or humectant shampoos and conditioners to "lock" moisture will also help to keep the hair soft. Also, avoid products that contain SD Alcohol 40 (some gels, hairsprays and other styling products contain this), it can be very drying for African American hair.

I use to do conditioning washes but since I wash my hair every Saturday because its too cold to wash it everyday like in the summer, I use shampoo and conditioner. Sometimes I put on hair lotion but usually I don't and my hair is still soft.
I think with some people, it's naturally soft others have to work at it. That goes for every ethnic group as well.
To be more specific- when you are in the shower, apply rinse-out conditioner such as aussie 3-minute miracle or aussie knot forgotten. Use it as you would shampoo only let it stay in for at least three minutes- rinse out and go. You hair should be soft afterwards. Ideally, you should do this daily.
