PVP = polyvinylpyrrolidone, a wetting agent that is safe for human consumption.

PVP is a 'plastic' (vinyl like PolyVinylChloride PVC), its fumes are toxic. Check out PVP on google and look for the chemical data sheets ...

It doesn't damage the hair though.
