I justwish I had natural curly hair. Getting a perm is a pain in the ass.. Guess I'll be stuck w/this horrible hair of mine. My little brother used to have straight hair like mine and my mother told me that she kept shavin' his head bald and now he's got curly hair.
How young was he? Its likely that his young hair was just
different from the hair he would have when he got a little older.
Your hair changes with age sometimes. You don't have to perm it if you
really want it curly, you can do other things like braiding it with
some gel in it when its damp and letting it dry, or using a curling
iron or other curlers on it.
Hey, straight hair's not so bad, just look at all the curly haired
people who straighten theirs all the time to get it like yours!

No. Shaving your hair won't make it curly. Straight, wavy,
curly textures are all great. All you have to do is decide that
you like straight hair too. Easier said than done, perhaps.
It's all up to you.
