My Husband - From Brown to Blonde

My husband wants to color his medium brown hair a sandy blonde. We did it about 2 months ago but I bleached it first and then toned it with the sandy blonde color. I came out pretty good.

He keeps his hair short, so most of the blonde has been cut out and looks kinda highlighted now.

He wants to go all blonde again.

Should I just bleach it and use the toner like we did before? I really don't want to fry his hair or scalp, he has thinning hair.

Is there a better way to lighten his hair without it turning orange?

Why don't u use a bleach like speedlite by Wella w/ 20 vol. developer, atleast that won't fry his scalp. I hope this helps
