Personally, I don't think she is that pretty - not because of the hair, just doesn't have features I find attractive (she isn't bad just not wow!).  I normally like short hair but prefer it more soft - this looks a little to stark.

I found this girl on the Yahoo site for England. Seems she's just won some competition for becoming a model. Interesting look, I think.
