You should bleach highlights to a very pale yellow (make sure you use a WHITE bleach not one of those purple or blue bleaches), inside of a banana, and then tone with an ivory toner. Her hair looks like it has been highlighted heavily and then toned. Don't forget to tone, or it will look raw and unfinished and make sure you bleach to pale yellow.

Do you think if I tell your instructions to my hair person that they will know what I am talking about? Or do you think they will have their own way of doing this?

Not sure really. Take in the picture. I was suggesting bleach and tone because it gives the nicest color--for pale white blonde--in my opinion. Just ask what they are planning on doing. Also bleaching and toning is easier on the hair than a highlift. Especially if they use 20 vol. peroxide and no heat. Just a suggestion.
