Are you supposed to mix toner with developer?
Is there anything I need to know about toner?

Toners help achieve the blonde shade you are wanting. Alot are used to tone out (unwanted undertones)

Toners work on your behalf if you bleach close to the shade of yellow you are wanting. Don' t use toners to cover up mistakes they fade.If you want a cool tone blonde use a violet to counteract the yellow.

Most of the time you will need a developer it will say on the bottle. I personaly like to use 10 volume because I want to add the color in not lift my color. Although some say to use a 20 volume. Also to remember bleach hair is very pourous so be careful about timing the toner you don't want to end up with lavender hair .

I bleached my hair to a light yellow. It's really annoying because my hair is pale YELLOW. I don't want yellow hair, I want blonde hair. I don't know what I'm supposed to do to make it the color I want.
Do I use a toner for this or should I bleach it more to get the yellow out?

Never ever bleach your hair to WHITE!!You will over processed it and it will break. Are you sure it is pale yellow? There is two types of yellow gold yellow which is slightly harsh looking, and pale yellow which is a soft very very light yellow. If you are in the pale yellow stage really all you need it a violet toner. Go to the beauty supply place and look at the toners undertones there is gold, ash, violet, blue ,neutral .Dark blonde light blonde medium blonde!! Personaly I think going to a professinal will give you the blonde you want

Maybe if you go to the salon they can help achieve the  cool tone blonde. Since you say is is at pale yellow all they will need to do is add a toner and they shouldn't charge that much. Plus they will know which toner to use so you won't end up with some funky color.Toners can do that sometimes if you are not careful!!

I went to professionals and they all refused. The one who said ok made it brassy and was like "It's not that bad...I don't know how to make it any better". I don't trust other people with my hair anymore.

I have purple toner so I will try that.
