What is the diff between grade 3 and grade 4 hair, Is the diff. that much in the wear of the hair?

it was at liz fer... something or other but i seen someone wrote that they only paid 49.00 for half lb and charged 129.00 and the hair was not that great. they were posting it as being a GRD 4
