I`ve been thinking about cutting my hair shorter... but i have some road blocks that dont allow me to cut my hair ....
I want to cut it short, but i dont know how to, and here is a holdback... how ever i cut it, it still has to grow back to shoulder length by march of `02. and i cant do it anytime before july 21
any ideas?

You basically have 7 months from the time you cut it to the time it must be shoulder length. Figure 1/4 inch average growth in those 7 months. That means you can cut it about 1 3/4 inches above shoulder length.
You might be able to grow your hair faster. It all depends on you health and your genetically predetermined maximum growth rate.
Shameless Plug: You could try Hair Formula 37 to maximize your growth rate.
