Ok, so I'm new here,
but lets get to the point
basically my hair looks like this right now:

I'm pretty content with the cut I guess, but it's the fact that I've wanted to bleach my hair white-blonde pretty much my whole life

I'm getting mixed opinions from my friends and family as to whether it would compliment my complexion and whatnot, I just need some opinions!

i say do it! or you should do some panels of it... or random pieces... i used to have my hair short like that & it really brings out the haircut/gives it texture. i have platinum in my hair now... and i always get complements. yay for platinum! haha

definately bleach. But no platinum. I'd say go a gorgeous honey blonde. Maybe a few caramel chunks. If you're into dying then after its more blonde you can try out some semi permanents in funky colours after as well!

I like your hair the way it is but, i know what its like, you think of a new look and then your constantly wondering wether to go for it or not!
If you do decide to bleach it DO NOT bleach all over at first!! Just go for a few highlights and see what you think and if you like it you can always go back and get more done. If you were to get your whole head bleached and didnt like it, it would be really difficult to get it back to the old colour, whereas if you start with a few highlights you'll have a better idea if you want to carry on.
There is also things to consider when bleaching like the damage it will do to the hair. Be prepared for costs, as getting it bleached every few weeks is expensive and treatment to condition the hair to keep it in good condition.
If you are prepared for these things then go for it! I bleached my hair and love it, the only downfalls are having to keep doing the roots and keeping it healthy, but im glad i did mine!
Good luck!

I agree with cryption (at least this part):
I'd say go a gorgeous honey blonde. Maybe a few caramel chunks
