Well, personally I don't think it actually looks very shiny, but this is common for dyed blonde hair - it gets dried out and its not as shiny as natural, but the lightness of it makes up for it by making any lack of shine not so noticeable. I think what makes it look soft is actually the style. It looks bouncy and airy with the curls.
Style: That hair is not really wavy, just straight, but curled on the ends (you put mousse in your hair, then use a curling iron to acheive the style). You'd also need to gel the roots to get the volume on top.
