If you want an afro, just get a really tight spiral perm and pick the curls apart, then use a bunch of aqua net and a blow-dryer to keep it big, hard, and immovable.

I agree with the ballon idea :) That's what first came to my mind. Otherwise, I have no idea...unless you had one of those balls you put your hand on that made your hair stand up and then hairsprayed it a lot.
