So I a little stumped with how to neutralize a friend of mine. She has a level 7 red/copper with blended blonde highlights. She wants the red color to be a neutral level 7. I know the book says to use a blue/green base at 7, but what will that do to the level 9-10 blonde highlights? Are there any alternatives to picking out just the red/orange pieces? I'm stumped.

There are a couple things you can do. I would treat this like a foil/highlight. You can foil the blonde pieces with bleach or whatever high lift color you use on her, or you can foil the blonde pieces with color block, or a thick conditioner ( this is just to keep the foils from sliding off). Then use your toner on all the hair that is not in the foils. You probably wont be able to get every blonde piece in a foil, but it shouldn't show too much if you got most of the blonde covered. If you have some blonde that looks blue, or grey from the toner, just carefully brush a little bleach on it. That should get the blue out almost immediately. Be careful not to let it run if you do that. You can also do the opposite of above. Foil the red hair with the toner color and try not to get any of the blonde in the foils. I would use the foil on whatever has less overall. It will be much less work. I hope this helped.
