Bleaching over highlights?

I'm new to this forum, but I do already have a question... I've been through
enough home distasters that I only go to the salon now, but I have my hair
heavily foiled to a very light blonde with some remaining older colored
pieces blended in really well... it use to have a medium reddish brown color
in it, and to get it blonde, they did a full head foil 3 times, and now I just get
the roots done to touch up, but I've always wanted to go completely
blonde... is it possible for stylists to bleach all of my hair and get it to
blonde (even the darker pieces still in there), tone that to a medium beigy
blonde, and then put some light blonde foils just on the top? I want it to be
kind of like Kelly Ripa's color... I'm not sure if that is possible with the mix of
light blonde and brown though...
