Can Metalex help remove color safely?

I am wondering if the Metalex completely safe? I tried to find info on it and recall it uses some sort of oil? I have already tried hot oil, olive oil with cap and heat, dish soap, hand soap, tar shampoo and so forth. I only did the dish soap once though because I worry about my hair drying out a lot despite using deep conditioners afterwards. Does the Metalex work on a demi and permanent hair color on top of bleached hair (which is the case for me) or is it jus for a semi perm on virgin hair or something? Let me know if you know, thanks!
