You could try NTM Silk Touch Leave In, it doubles as a moisturizer.  You can use it on wet or dry hair.

I've use leave conditioner as a moisturizer all the time.  I always make sure that it can be used on dry hair though.  If you have a leave in that says it should only be used on wet hair or doesn't say it can be used on dry hair, then I wouldn't use it as a moisturizer.

Yes it's safe, but it works best on wet hair.

I've used it before, but I think that it is mainly for wet hair.  I get a much better result from using on my hair when its wet than when its dry.  I wouldn't suggest it for dry hair, it made my hair feel weird.  Cantu Leave-In is a good wet/dry moisturizer.

Not quite sure what you mean? Both are moisturizers they do the same thing one maybe more affective than the other but none the less, essentially they are the same.

MY mother bids me bind my hair
With bands of rosy hue,
Tie up my sleeves with ribbons rare,
And lace my bodice blue.
