The way the ends are so tight, I would think rollers; probably small sections of hair on 1" rollers and leave the rollers in until totally cooled to really lock in the curl. I use steam rollers, because they seem to give a longer lasting curl in my stick straight baby fine hair. With steam rollers though, I find I have to be careful not to wrap the ends too tight, or they will have a tiny corkscrew at the ends instead of a more uniform curl. It would be easier to achieve this look if your hair already had some curl because otherwise, it would start to loose oomph throughout the day or evening, especially in humidity.
My best guess would be that her cut has lots of layers, and then a 1" curling iron could give you very close to that look.
When I use my iron w/the clamp all the way to the ends, the last 4" or so of my hair looks similar to those curls. I think the key is the layering. Just my $0.02. Can't wait to hear what everyone else thinks!
mine look pretty much like those curls, i use a 3/4'' curling iron, spiral it along the length of the iron....and then to keep it like her pic, dont brush it out
edit to add: and definately keep it small sections of hair, 1-2'' sections of hair
