Highlighting cap is a rubber or plastic cap with holes in it dont use one if you have  long hair though ,if you have long hair foils are better...

Yes. A crochet type hook is used to pull strands of hair through the holes, then the bleach is applied to the hair , rinsed and toned or color is applied the those strands. Best for shorter hair.
