My semi-permenant is pretty permenant! Help!!!

A little while ago I dyed my hair a supposed semi-permenant color (Natural Instincts) that is somewhere around a 5 level medium brown. It was great for a while, nice and fun, but then it began to fade, but not in a way that really changed it's level of color, but really just took it from a nice, chocolatey brown to a shade with a deep red tone that isn't flattering with my extremely fair skin tone. It hasn't even gotten lighter! I'm a poor college student, I can't afford to be fake  to make my fake hair color look flattering! In my research I have read this is because I maybe used an old box of dye, and the chemicals change over time or something so that they don't wash out like they're supposed to. Eeeeek!!

So, this brings me to my current situation. Naturally, I'm a really pale blonde (we're talking level 8 or 9 before a box of highlights or a long day outside), and I want to go back! Like I said, I'm only a student, so I'd rather have easy outgrowth than touching up almost an inch of blonde roots every 4 weeks. Currently, I have probably about two layers of color over my natural hair (if that makes sense?).
 
All you experts out there, I have so many questions, I'm sorry if this is long! I was wondering, do I need to use a color stripper, like colorfix by folica? I've been doing hours or research and I've read that, in combination with metallics and such from semi-perm colors, they can turn hair green! And would it be okay to use either Clairol Born Blonde Ultra Blue or 7th Stage Lightener and then just tone from there? Do I need to use all of the above?!? I just don't know!
 
In all honestly I just want to avoid spending all my money at a salon if at all possible, because I have a basic understanding of hair, just not of products. I've only ever had one good salon experience so that my faith isn't that high in the potential outcome.
