Any type of uneven ends will cause longer hairs to push on the shorter ones and thus flip.
This can be as little as 1/8-1/4 inch of difference or maybe even less. It doesn't have to be a shag or heavy layers.
A good stylist will know how to do that but make sure you tell them that you don't want layers, but just a slight uneveness in length from the hair on top compared to the hair on the bottom so that it will flip. This is sometimes called an undercut but be careful using that term because that also refers to having your hair near your neck buzzed short while leaving the rest long. Some girls will get like a chin length bob but have that hair underneath buzzed.
A good trick would be to ask the stylist to hold up the comb and then count off how many teeth worth of length you would like trimmed. And be specific as to which of the teeth you mean because combs have two different sets usually.
hi, i'm in need of some major help. I'm a guy with medium length straight hair. I'm growing it out a little longer though, but anyway I put my hair down and want to create a sort of flip up at the end or tip of my hair, the only way i've been able to do that is with a girl using a straightener on my hair, but there has to be some other way, can anyone help me???? please
