I've also used an inexpensive Vidal Sassoon steamer you can buy anywhere. The curl you get is very lasting. Other than Velcro, it's the only thing that works for me. I never had a damage problem as direct heat doesn't come into contact with your hair.

And she has fine, thin hair that won't hold a curl with normal rollers. She's been using them for years with no appreciable damage (but then her hair is short and she trims it often)... I think they're supposed to be less damaging than curling irons.-jj
