Jennifer Biel's curls in Flashdance

I have been trying to re-create her curls for weeks now with a range of different (and dare I say very expensive) products and nothing works, the nest on my head just doesn't look like her soft messy curls. So I ask you, curl pros, what have I done wrong? I have same lenght (I think), it should work....IT MUST BE A HAIRCUT!!!...right? Anyway, I'm open to any ideas, post away and thanks:D
