Blondie, definitely try the violet shampoo first. Clairol
Shimmerlights or ARTec White Violet. If that doesn't work,
then...well, not to contradict Jenny, but I worry that the Feria would
be too harsh (I don't know what volume the bleach blonde is, but
regular Feria uses a stronger developer than most box dyes).
Maybe Wella Speedlite bleach with 20 volume developer. Also know
that white hair should not be bleached white, just super pale yellow,
then the violet shampoo kicks in.

Yeah, I've done this several times myself, with mixed results. I've
rarely gotten a human 613 that was light enough--some were closer than
others--so sometimes there's no other option; it does compromise the
hair quality, though.
I'd try what Sherrie recommended first: the Shimmer Lights. If that
doesn't do the trick, though, and you can't otherwise use or resell the
hair, then you'll probably want to lift it. I wouldn't even bother with
a high-lift peroxide, really, since it probably won't take the hair any
lighter than it is, or if it does, it'll oxidize quickly. I'd use Feria
205 Extra Bleach Blonde, and do a strand test first. Most importantly,
watch the hair like a hawk--the moment you reach the desired lightness,
wash the bleach out immediately and thoroughy.
Good luck! :)

Id try some clairol shimmering lights or another brand of purple shampoo first before doing anything to bleach or process the hair. I had a lady once with bleached out hair and the #613 was too yellow. I used the purple shampoo and it toned out the yellow perfectly. But if the hair is too dark it probably wont help any. But Id try the shampoo first. I wouldnt recommend bleaching or lifting a #613 since it is already sooooo processed. But if its a very high quality hair you "may" be able to lift/bleach it, although it will probably effect the quality of the hair to some degree. I dont recommend it but Ill let someone else comment on that. I know some people have done it with ok results.
