No you don't have to cut it off.  You will get help if you ask your question on the "hair color" board.  I would give you some tips but I've heard Feria is tricky, so better to ask your question there.

I am in one of the worst hair crisis of my life, I have been a bottle blonde for the last 8 years of my life and I decided now that that want a change.. so i WENT TO THE DRUG STORE AND BOUGHT A FERRIA COLOR#70 DARK BLONDE... WELL MY HAIR IS GREEN. pLEASE HELP ME AM i GOING TO HAVE TO CUT ALL OF MY HAIR OFF AND RE GROW... OR CAN IT BE SAVED.. help!!!!!!!!!!!!!!!!!! pLEASE!!!!!!!!!!!!!!!!!!
