Sides of my hair stick out!?! need help

Hey people, just signed up cause i need help with my hair, everytime i get my hair cut, (I usually have a 2 back and sides) it grows and it must get to atleast 1 and half inch + at the back and sides before i have it cut again but for some reason my hair growns out and it sticks out at the sides (not straight out but at an angle), where as most peoples hair naturally goes down if you know what i mean (Celebrity Examples: Robbie Williams, David Beckham etc). Anyway I was wondering if theres anyway to stop this, some people have said to me it's cause i get it shaved it creates tons of layers at the sides and back so it sticks out so and people have suggested getting it scissor cut at the back n sides but i dunno if that would work.
