I had that same problem. It seems that people with rough, tightly curled hair tend to struggle with getting waves but its actually very simple to do. Follow this method :
Do this 3 or 4 times a week. (Any other day just comb&brush your hair in the shower and skip to step 7)
1. At night, get in the shower and put shampoo in your hair.
2. Comb through your enitre hair with a small comb.
3. Put your hair under the water and brush the shampoo out of your hair.
4. Apply conditioner and let it sit in your hair.
5. While the conditioner is still in your hair, you could be doing someting else like brushing your teeth or getting dressed.
6. Once your done with that, wash the conditioner out using COLD water.
7. Dampen your hair with a towel and apply either pink lotion or CC
8. Brush your hair evenly and then apply the pomade of your choice
9. Put on a du-rag and go to sleep!
Do this every night for about 4-5 weeks and get a haircut using a 1.5" guard with the grain. You can also carry around a spray water bottle to spray your hair and brush it dry. It will speed up the process.
Hope it was helpful!

Post pics so we can see what your talking about. I say wash, add CC, then add pomade. Brush until its slicked down, then put on your durag. Keep doing this you will eventually get to where you want.
CHANGE ON THE WAY !!

wash ur hair brush wet, put a wavecap over the damp hair let it dry. take it off drop in light cc, brush then u gud. then after cc dry u can drop in pomade to brighten ur wave texture. skip the pomade part if u wolfin and just follow that procedure for six weeks then get cut with a #2 guard and any additional fade or wat so ever u do.
