Mousse would work, you sound as if you already have enough volume and if you plait it, it would look really nice either in braids or when you undo them.  :)

Hi,
 
  I have fine hair that is medium thickness and wavy.  I want to grow it a little past brastrap length.   My problem is it is wavy on the bottom but always flat on top.  I would like to get more volume on the top but without using heat styling tools.  Can anyone show me some haircuts that would accomplish this in brastrap or lower length?
