I think the 3mm size would be good.  I use that size and also the smaller 2mm as well.  Ideally, the tigthter the 'fit' of the hair strand in the ring, the more less likely it will be for them to slip out.

I'm going to order the Dlux i pretiped and another woman told me that the tips are about 3mm what could I get away with using the medium size silicone micorings off shrinkies.com or would I have to get the larger size?
