Uh,well,I'm not really sure because I dont have wavy hair.
However,back in the day (when I had a perm) I used to use any spray that said "CURL ENHANCER" and would gentley scrunch my hair while wet.
Using a diffuser blowdryer,or an ionic one at a low speed/heat setting can also help some.
Then a lot of people like to take a small curling iron and a add a few more waves,but since you are avoiding heat you probably wouldnt want to do that.
Also,I think tying hair into big braids while wet and letting it dry,once you take out the braids you may also have waves.
Maybe someone else has better advice though then me.

Ok I have hair that is a little shorter than these pics but it is layered and whatnot. I just don't know how to go about styling it like this without heat; avoiding heat because my hair has been over processed.
Any suggestions?
