I`m pretty sure it`s called a cowlick. Is it wavy? Then its a cowlick. Odd name....I guess because it looks like a cow licked your head. :) I have several small ones around my temples. They work with my hairstyle though, so I don`t fight them. I usually have bangs and dry them over a round brush but have been growing them out and sweep them to the side. The waves help give them some body.

Your hair could be breaking off and thats why it seams to be not growing. Do you wear any tight hairstyles?
