Some people's hair just curls upwards at the ends when its shorter, mine does that (but only on one side). It will help it to do it if it is slightly layered at the end, but it just looks blunt cut in the photo. This was called a Dutch boy haircut (when my nephew always had this when he was 2), and you can just get the same cut, its pretty much straight all the way around and you can achieve the same effect by sitting a bowl on your head at that angle and cutting straight around the edge of it. (I know, you think I'm being silly, but I'm not, that's how my grandmother used to cut her kids' hair in the same cut to get it straight. In her time it was called a bowl cut). Don't try that yourself though, it will be simpler to just bring the photo to a salon and let them do it. If your hair isn't type 1b, and thick, it may not look exactly like his does, but using a curling iron will help you flip the ends up if they don't naturally, and a little gel to help the sides stick out a little more like his are if they don't naturally.
Hair grows an average of 1/2 inch a month, so you can calculate with a ruler how long it will take from where your hair is now. Good luck!
