Well techincally, nothing can "repair" your hair, you can only make it look/feel better then it does now. A good cut would probably help. Maybe you just need a filler or something for the hair that won't take dye. Try some REALLY good keretin products and treatments, even if it doesn't help the dye problem, your hair could probably use it.

to nurse hair back to health when it's so damaged it won't take hair color?

yeah, I haven't been to nice to my hair this past year, and I tried to dye of my bleached hair...and the color won't stick anywhere but the outgrowth.

I wanted to go to the girl who normal fixes my hair when I mess up, but I'm really broke, so if I can fix this on my own that would be super great.

I use a good conditioner, a leave in conditioner, and hot oil. anything else I can do?
