Highlights over Color?????

thank you krystlegarrison.  The box I got was frosting with a blue powder bleach.  Frost and Glow to be exact.  The problem is that I can't get the base color to remain.  I used a deposit only Med Ash Blonde after a protein filler with un-red drops and a week later the brassiness is back.  I am going to do a level 7A Dark Ash Blonde over the brass, try to leave some of the highlights out that came out ok then do more of the highlights over.

Is it possible to hightlight over Demi-permanent or Permanent color?  Would a boxed highlighting kit work like Frost & Glow?  I am looking to highlight over a Dark Ash Blonde Demi or Permanent color.
