A semi or a demi could tone the hair - tone on tone but not "lift"
It usually depends on color & level of hair, texture, condition & if you take a strand test you can watch it & bring it to the level you desire.

I was wondering if Medium Brown hair can be lightened a shade or two with a semi permanent color like Natural Extincts? My daughter wants to lighten her hair just a shade or two but likes the idea of a semi permanent since this is her first time coloring her hair.
