Perms are not good for your hair. Damage may occur. You call your hair "downy." Is it thin and weak? If so, I think that the risk of damage is greater.

During the first six months of growing out my hair, I managed to keep it in some semblance of being strait, because I wasn't yet comfortable with the idea of having both long AND curly hair. My hair is naturally curly with a medium body (as I have discovered by navigating many estrogen-driven websites). When I finally decided to stop keeping my hair straight, one of my fellow male co-workers had assumed that I went and got a perm. However, I had simply got a hair cut and began using Sebastian 'Wet' to keep my hair looking like it was always damp. My point is... it wasn't beyond the expectations of my former co-worker for a guy to get a perm. I have one suggestion to offer to you... Make sure that you have stuck with the curly style for a while before you get a perm. That way... you know you like it (no perm remorse), and also, the transition from gel-ing your hair into curls to simply enhancing permed curls doesn't make your friends raise an eyebrow.
I know plenty of guys that get(or have gotten) perms, mostly asians though. Don't be embarassed seriously, its not like these people know you. And who cares what they think?
Do guys get perms? I'm kinda embarrased to go into a hair salon and tell them I'm looking for a perm. I have straight long, "downy" hair and wanting to make it curlier/wavier so i don't have to gel it all the time to make it look decent.
