Guess what...you can get a perm with hair that is super short. A perm expert can use pin curls, tiny rollers, even rags to perm super short hair. I saw one perm that was done using strips of new carpet to give a really wild and wavy result.
Call the salon of your choice and tell them you have 2 inch hair and ask if they will be able to perm it. Some will be wiling to do it and some won`t. I have seen the results of pin curl pems and they can be pretty cool.
