i know this might seem like an obvious answer but just thought i'd ask to double check:
is semi permanent color a lot easier on your hair than permanent ?
i dye my hair a medium golden brown but color fades within a few washes so i find myself dying like every 3-4 weeks
also, will semi perm color wash out of your hair in places other than shower (like rain, pool, etc.)

If you have to redye your hair often, a semi-perm would be better for you. I'm not sure if it matters much if you're lazy about dyeing, like I am, though. *wonders*
Ee, well, the kind of hair dyes you get at the Hot Topic or whatever will come off in the shower or randomly on your clothes (especially if you're sweating a lot or just out of the shower), or at least they do for the first week or two. I haven't noticed like Natural Instincts doing that, though, so I'm thinking you're fairly safe from random clothes stains and stuff with that.
More awesome than a manatee!

Only temporary hair color washes out in the rain or pool. Semi permanent does not. And yes, semi-perm is much easier on your hair as it doesn't penetrate the hair shaft. If you are only interested in darkening your hair or giving your natural color a boost (but not radically changing it), semi is the way to go. Permanent is really best for lightening and/or covering grey.

Salon formulas (like Redken) are better for your hair than drug store brands, for the most part.

Thanks for the help. I will try the natural instincts first i think b/c its more convenient to go to target than sallys.
Can I use the semi perm at any time or do I have to wait a while since I just dyed my hair with the permanent last week?

You can generally use semi permanent at any time. However, if your hair is in poor condition from coloring or heat damage (i.e., very porous) you may be wise to hesitate.

If you have concerns about coloring over your current color, I suggest calling the 800 # on the NI package and inquiring. They'll probably ask you what type of color was used, so be prepared to answer. If it was done at a salon, call the salon and find out the brand so you can tell the consultant. There are certain permanent colors that contain metallic dyes that don't mix well with non-metallics. It's worth the fifteen minutes of time this inquiry will cost, and the phone call is free.

An additional thought: STRAND TEST! That would be a great idea if you're hesitant.

Good luck, please let us know how it goes.

FYI, I went ahead and used natural instincts medium brown - hazelnut on my med/dk brown hair- it came out really pretty and shiny - thank goodness I used a shade lighter than I wanted b/c it did come out a lot darker than the box.
So overall I'm pleased but a warning and I've heard this on this board before go a shade or 2 lighter than you think you want.
Thanks for all the advice.
