Dry flaky skin prone to break outs is tough to deal with. What has worked for me is a beta hydroxy product to help with the break outs and a silicone moisturizer for the dry parts. Products I'm using are Paula's Choice cleanser for dry skin, Dove toner, Estee Lauder fruition (Beta Hydroxy), and Clinique Advanced Stop Signs (silicone moisturizer).

Clinique easy rinse 7 day scrub is a mechanical exfoliant that could be used instead of the beta hydroxy. A more affordable scrub to try is mixing Cetaphil cleanser with baking soda and the Cetaphil can also double as your daily cleanser. It's very gentle and fragrance free.
