Bleeding Eyeliner

I am obessed with eyeliner, I always wear it. Liquid on top for the dramatic cleopatra like look and pencil on the bottom. However after a logn day, the bottom liner always bleeds and the top always cracks. (I merely touch up the cracked liquid liner which is easy) but my bottom bleeds everywhere and after the day is over I look like a racoon!

Anyways, I used Remmel Extravagant, it works awesome if I use very little, but I love making it dark but I'm cheap and it gets to be too expensive so I switch to Bonne Bell's BLACK INK. Anywhoo is there anyway to apply it so it stops bleeding?
I apply directly to my lower eye-lip, (most people say that's a no-no) and I know that makes it bleed alot, so I tried applying very close to my lower lashes but I always muck up and get it under... anywhoo.
Ideas?
