For fine hair you would probably want to use a volumizing shampoo.  L'Oreal Vive Fresh Shine, Tigi Bed Head Control Freak and Tigi Bed Head Moisture Maniac Shampoos are great for fine hair.  You could also try Paul Mitchell Cleanse Awapuhi Shampoo.

There are two types of shampoos.  Volumizing and clarifying.  Volumizing has film formers in it which will give "volume" to the hair, and they will eventually build up over time.    Clarifying shampoos leave no deposit on hair.  I use Tresemme European Deep Cleansing Shampoo for clarifying and really like it.  You could alternate a claryifying shampoo with a volumizing shampoo, or clarify once a week or two.

Some conditioners for fine hair you might want to look at:  L'Oreal Vive Curl Moisture Conditioner, Dove Foam Conditioner, Finesse Color Care Conditioner.  Or if you need a heavier conditioner for dry thin hair you could try: Pantene Full & Thick Conditioner, Neutrogena Triple Moisture Deep Recovery Hair Mask, Redken All Soft Heavy Cream, or KMS Daily Repair Reconstructor.
