Okay guys, major brainfart here. Is it 2:1 developer to bleach or vice
versa?

Are you using powder bleach? What are you bleaching? If it's powder you better check to be sure it's safe and gentle enuff to use on your scalp. Most powder is NOT to be used on the scalp to lighten hair.

If it's powder you mix a scoop of powder and then pour in a little developer and mix. When you have a creamy solution that is not lumpy but also not runny it is typically what you are looking for. It's more of a judgement call you kinda want it like soft pudding.

yeah, for example Wella Blondor is supposed to be mixed with 1 part bleach and 1 part developer for off scalp application.

And 2 parts developer and 1 part bleach if used on scalp..

If you're making an off scalp application the rule is often to mix it untill you think it has the right consistency.
